
The project Regions4Climate is producing comprehensive adaptation solutions to climate change.
It will deliver significant sociocultural, financial and environmental impacts during its 5-year duration. Additionally, the project aims to collaboratively develop and demonstrate a socially-just transition, offering information for political decision-making.
With the climate change accelerating, the goal is to facilitate the research and implementation of new societal innovations at a local level. The results and innovations developed within the project will be presented on a shared platform to be replicated in other regions.
This project is carried out in response to the EU Mission Adaptation to Climate Change. A mission is a coordinated effort by the Commission to pool the necessary resources in terms of funding programmes, policies and regulations, as well as other activities to solve some of our greatest challenges.
Helsinki-Uusimaa strongly represented
The Regions4Climate project, which is coordinated by VTT Technical Research Centre of Finland, brings together 44 partners from twelve different European countries, with research institutions and companies also contributing.
The Helsinki-Uusimaa Region is strongly represented: Apart from the Helsinki-Uusimaa Regional Council, Demos Helsinki, Forum Virium and the University of Helsinki are participating. The Nordic archipelago regions are also represented through established cooperation.
This project is funded by the Horizon Europe research and innovation programme, from which Helsinki-Uusimaa gets about 4.7 million euros and our Regional Council 438,000 euros. It is on from 1 January 2023 to 31 December 2025.
EU Missions answering great challenges
- In 2021 the European Commission presented five missions, which are commitments to solve some of the greatest challenges we are facing today.
- One of these missions is the adaptation to climate change, striving after regional sustainability. In addition to Helsinki-Uusimaa, about 200 European areas and cities are participating at the moment.
- The missions including cooperation and actions will create new ideas and solutions to the challenges presented.
- The EU is prepared to offer funding for each mission with at least one milliard euros. This funding comes from the Horizon Europe programme.

New Regional Plan focuses on themes relating to green transition
The Helsinki-Uusimaa Regional Council started the process of a thematic green transition land use plan in May 2024. The new plan completes the legally valid Helsinki-Uusimaa Regional Land Use Plan with themes including energy, technical service, business, logistics, as well as environment and climate.
